For employers

First of all, it must be ascertained that the person to be recruited meets the criteria set out in point 1 of the Order of the Minister of the Interior of the Republic of Lithuania of 28 February 2022, No 1V-145. Please note that the recruitment procedure regulated by this Order applies only to the persons referred to in the Order who have left Ukraine for the Republic of Lithuania as a result of the military actions of the Russian Federation.
The person to be recruited must apply to the Migration Department for legal stay in the country.
After registration with the Migration Department, the employer may recruit the person in accordance with the normal recruitment procedure provided for by the legislation in force.

On the basis of the Order of the Minister of the Interior of the Republic of Lithuania No 1V-145 of 28 February 2022, aliens have the right to receive emergency medical assistance and other necessary personal health care services, the failure to provide which could worsen the alien’s health condition to such an extent that he/she would require emergency medical assistance services. Payment for these services at the expense of the budget of the Compulsory Health Insurance Fund (reimbursed by the State budget in accordance with the procedure laid down by law) shall be organised by the State Patients’ Fund of the Ministry of Health.

A person can be employed without registering with the Employment Service, but must be registered with the Migration Department, in accordance with the provisions of Order No 1V-145 of the Minister of the Interior of 28 February 2022.

Article 139(3) of the Labour Code of the Republic of Lithuania provides that wages and other employment-related benefits, as well as daily subsistence allowances and reimbursements of mission expenses, must be paid by wire transfer to the employee’s payment account specified by the employee.

Currently, banking services for war refugees are provided by SEB bankas AB and Swedbank, AB.

The current legislation provides for subsidies only for foreigners with refugee status who are registered with the Employment Service.
